    I am not entirely sure what laws if any cover 'forced bodily alteration' but they could probably get him on practicing... 'cosmetic surgery'(?) without a medical licence? OL no matter the universe seems to have trouble grasping the concept of consent (or tact) when he's in 'halping' mood.
