    It's the strength of the Champions and the Legendaries. Champion Pokemon's are strong? Yet not so strong at the same time, that ordinary people with limit-reaching Pokemon can use stat boosts to the limit to defeat them.

    Legendaries have the same problem. They could beat a single Champion level mon, but against the Champion's whole team, it's 50-50? The Legendary I'm talking about btw is a 2nd level Legend like Ho-oh and Lugia.

    You can make them a bit below Traveler tier with various categories due to a specific legendaries gimmick. Basically make them only fight able by champion tier trainers but it's a 50/50 chance in its favor of the legendary getting bored and leaving or killing some of the opponents team
